I got a problem about RPM!SOS

My Ubuntu is 8.04LTS, and I have just installed rpm. Then I want to use the "rpm -q logrotate" to search something, but the bash tells me that
"rpm: to install rpm packages on Debian systems, use alien. See README.Debian.
error: cannot open Package index using db3 - No such file or directory (2)
error: cannot open Package database in /var/lib/rpm
package logrotate is not installed"
It is a fact that I didn't install the package logrotate. But I cannot find the catalog of /var/lib/rpm, and it is not
existed. I just want to know why?
