推荐使用shorewall,这个是基于iptables的防火墙。主页有专门的介绍。

iptables无所谓start或者stop了，它只是一个user-end的工具，它的功能都是在内核中的，只要内核还在，那过滤功能都是有效的。
fc我没用过，它的service iptables start应该是从文件中预设的规则，并将它们导入内核。ubuntu下可以很容易的用iptables-save/iptables-restore实现。
