安装系统时使用了参数nohz=off，会一直禁用tickless idle,or not？

我的笔记本矽统主板，ati显卡，为了顺利安装，在安装时加了参数nohz=off ,这会禁用tickless idle吗？
为什么用命令cat /boot/config-$(uname -r) | grep CONFIG_NO_HZ查看时，结果为CONFIG_NO_HZ=y（无滴答内核被启用）。
在系统安装时的参数只是在安装时起效吗？

另外，我安装power-top之后运行sudo powertop结果为
