ubuntu作服务器如何设置中文编码？

如题
本人用ubuntu9.04 desktop＋xampp(http://www.apachefriends.org/zh_cn/xampp-linux.html)搭建了一个lampp环境
但是碰到了麻烦的编码问题

ubuntu默认使用UTF-8
但，在这样的环境win的机器访问无论是ftp（由proftp提供）还是文件夹的index（我在apache里面设置了允许index）
中文全部是乱码
网上查找了几篇文章

什么/etc/environment
/etc/profile阿都照做了
无效
乱码依旧
虽然从ubuntutweak看已经是GBK编码系列了
可清那位过来人帮忙

启动 lampp 是不是直接在 shell中 /opt/lampp/lamp start 这样？

这样没用吧

我要改变的是系统字符编码

比如FTP的文件存储，文件名如果是UFT-8，在win下面用资源管理器访问就是乱码


我要解决ubuntu默认的系统编码问题啊

不是xampp的语言问题，继续求解
