emacs23打开gb2312编码文件乱码

RT，我用的emacs23 cvs自编译的版本
一直打开uft8的中文文档没有任何问题
但是今天用才发现打开gb2312的文档是乱码
用gedit --encoding=gb2312就没有问题
请问怎么才能使emacs23自动识别gb2312？

in every file's head
or you can write a lisp function hook
but i have no time right now to do it

版本不够高，在23.0.60中，不做任何编码设置，识别gb2312没有任何问题。
