人人影视WEB远程管理版一直出现connection refused的问题

具体下载地址为http://appdown.rrys.tv/rrshareweb_linux.rar
不论安装哪个版本，都会出现 用netstat查看都会有 tcp 127.0.0.1:6714 TIME_WAIT的问题
而且启动后提示如下，具体表现为下载任何文件都不会有速度，有没有解决的办法呢：
