这个原因在于你的路由器出了问题，本来路由器应该使用高端口做为数据传输使用，但是路由器并没有这样，因此当数据传输时，会产生是一个站点向另外一个站点传输的假象，而服务器由于出于安全的角度考虑开启了 AntiBounce Attack 功能，因此无法通过第三方来进行两个站点之间相互传输数据。所以你目前无法使用这个ftp来上传资料，不过你可以使用http://ftp.ubuntu.org.cn/来下载资料。据说有些智能的FTP客户端会自动通过调整 DATA PORT RANGE 来避免这个问题产生，你可以试试如gftp，或者其它的一些功能比较高级的ftp客户端。

我没有怎么使用过gftp，我使用中文源中的FileZilla，因为带了字符集的转换，比较好用。
见附件的图设置，如果这样还是无法访问，就没有办法了，需要查你的路由器设置。
