tcpdump问题

刚装的ubuntu13.10系统，有两个问题：
1.使用命令ifconfig eth0 10.10.186.39设置ip地址后，重启命令/etc/init.d/networking restart 无法执行

2.使用tcpdump工具，不论输什么命令，只打印出
tcpdump: verbose output suppressed, use -v or -vv for full protocol decode
listening on eth0, link-type EN10MB (Ethernet), capture size 65535 bytes

请问各位大神，什么原因？
