systemd 的软件包已经登陆 14.10，可以尝试用 systemd 来取代 upstart 加速启动了
但要真正取代 upstart，据说在 16.04 LTS 之前

我听说貌似启动速度变快只是systemd的一个副产品。。
另外，据我在Debian 8上的测试来看，桌面启动并未因此变快很明显。
